Duties

SOAR Community Services is seeking a compassionate and strategic leader to join our team as the Manager of Human Resources & Organizational Effectiveness. This leadership role combines operational excellence with strategic impact. In addition to managing core human resources (HR) functions, the Manager plays a key role in advancing agency-wide priorities. The position supports organizational design, succession planning, and change management, while fostering a culture of collaboration, continuous improvement, and performance excellence. Through strategic alignment of people and processes, this role helps build a resilient, inclusive, and high-performing workplace that supports SOAR’s purpose and sustainability.

What You’ll Do

  • Leads strategic workforce planning, including staffing analysis, recruitment, retention, and organizational design to align with agency goals
  • Oversees HR compliance, ensuring staff files, job descriptions, and processes meet ministry, legislative, and accreditation standards
  • Supports payroll and benefits administration, including bi-weekly payroll processing, expense claims, pension plans, and corrective actions
  • Coordinates workplace safety and injury claims, including investigations, reporting, and participation in the Joint Health and Safety Committee
  • Provides HR advisory support to leaders on performance management, disciplinary actions, terminations, and return-to-work plans
  • Maintains accurate HR documentation, including organizational charts, Records of Employment, and correspondence with ministries and governing bodies
  • Monitors employment legislation and recommends policy updates to ensure legal compliance in HR practices and documentation
  • Leads agency training strategy, ensuring mandatory training compliance, liaising with external trainers, and evaluating training effectiveness
  • Responds to internal and external HR inquiries, including job fairs, student placements, and public interest in employment or volunteer opportunities
  • Drives organizational effectiveness, using HR data analysis, performance metrics, and change management strategies to support continuous improvement and innovation

Qualifications

  • University Degree in related field and/or college diploma related to Human Resources
  • CHRP designation required
  • Minimum of 3 years’ leadership experience in Human Resources, preferably in social services
  • Knowledge related to quality improvement, change management, and organizational development
  • Must have access to reliable transportation, as some travel may be required
  • Mediation / Conflict Resolution / Leadership training preferred
